Two-photon physics, ie. photon-photon collisions in electron-positron colliders, is a relatively new field in elementary particle physics. Many experiments have been performed in this field, and theoretical implications, particularly in quantum chromodynamics, have been studied in detail. The focus of this meeting was to discuss the implications for studying known processes to a finer degree and the examination of new phenomena, offered by the new generation of electron-positron colliders. In particular, the prospect of building a dedicated high-energy photon collider by possibly using a laser technique that allows for the conversion of a linear electron beam into a photon beam, is outlined. The papers presented here represent the work of over 60 international physicists and reflect the 30 talks and many extended debates of the workshop.
