This White Paper contains proposals to reform the tribunals systems in order to improve public access to administrative justice in the delivery of public services and in the workplace; as well as taking a broader look at the issue of dispute resolution in our system of civil and administrative justice. It takes forward the recommendations set out in Sir Andrew Leggatt's report ('Tribunals for users: one system, one service', ISBN 0117027316) published in August 2001. Key proposals include the creation of a unified tribunals service to replace existing fragmented arrangements, run within the Department for Constitutional Affairs, with responsibility for administrative justice and employment cases. Its remit will be to help prevent and resolve disputes, working with other partners (both within government and external bodies), and to help improve systems of administrative justice and justice in the workplace, so that the need for dispute is reduced.
