Synopsis
The "green shoots" of recovery have been so long awaited that signs of economic revival are greeted with scepticism in many circles. The false optimism of earlier predictions has in turn produced a deep-seated pessimism, both of which have presented difficulties for economic analysis and forward planning. In these circumstances it is necessary to have a balanced assessment of short- and long-term trends in the regional economy. This report, by Kevin Doogan of the University of Bristol's School for Advnced Urban Studies, has been sponsored by KPMG Peat Marwick and the National Westminster Bank. It looks at the different impacts of recessions in the 1970s, the 1980s and the 1990s. It analyzes the transformation of the South West economy during the boom years of the 1980s and examines the strengths and weaknesses of the economy and the labour market that emerges from recession of the early 1990s.
