This White Paper gives the Government's vision of a "something for something" society in which the rights citizens enjoy are based on the responsibilities they have towards each other, their families and their communities. The White Paper puts respect and responsibility at the heart of a culture change, to give power back to the decent law-abiding majority whose lives are ruined by an out-of-control minority. Proposals include: 75 million pounds between 2003 and 2006 to support the drive to tackle anti-social behaviour; dealing with "neighbours from hell" - making it easier for local authorities to fine noisy neighbours 100 pounds and confiscate stereos; consulting on powers to introduce housing benefit sanctions to help tackle anti-social behaviour, and giving local authorities greater powers to tackle anti-social behaviour in properties owned by private sector landlords; dealing with parents who do not control their disorderly children tackling aggressive beggars, who intimidate and harass people and create fear in public places; banning air weapons and replica guns in public places and increasing the age limit for owning air guns from 14 to 17; and banning the sale of spray paints to under 18s and more robust powers for local authorities to deal with graffiti, litter, fly-tipping and fly-posting. The proposals in the White Paper include legislative and other measures. The Government announced in the Queen's Speech that it was to bring forward an Anti-Social Behaviour Bill during this session of Parliament. These measures will build on the Government's ongoing work to reform the police service and criminal justice system, and put record numbers of police on the streets.
