In July 2003 the House of Commons Health Committee published a report ("Patient and Public Involvement in the NHS (HC 697)" - ISBN 021501197X, available below) into the issue of patient and public involvement in the NHS. The report examined the Government's policy reforms for patient and public involvement in the NHS and, in particular, the concerns raised by the transition from Community Health Councils (CHCs) to new systems and structures such as Patient and Public Involvement Forums (PPIfs).Now, just over three years after they were established, the Government has set out plans to replace PPIfs with Local Involvement Networks (LINks), through the Local Government and Public Involvement in Health Bill (ISBN 0215708016, available below). This report, "Patient and Public Involvement in the NHS (HC 278-I)", seeks to inform the Commons consideration of the report stage of this Bill, as well as considering a number of broader issues.Other issues considered include: the recent history of patient and public involvement; the effectiveness of LINks; major consultations and the Secretary of State's interventions in such consultations; and the Government's proposals to amend section 11 of the Health and Social Care Act 2001.
