Maldon and South Chelmsford Primary Care Trust (the PCT) was established in 2001. It serves a population of 86,000 and most people live in rural areas. The population has low levels of deprivation and a significantly high proportion is white British. This report recommends urgent action by the PCT in a number of areas, including reviewing management workloads to ensure that there is sufficient capacity to deliver services effectively and that staff receive appropriate support; improving the quality of data to review services and performance; implementation of an overarching strategic plan for service development based on the PCT's vision; providing an appropriate level of child protection training to all staff who have contact with children; reviewing systems for detecting and monitoring dispensing errors.
