This report sets out the main findings of a programme of research commissioned by the Department of the Environment. In order to address the objectives set out for the report, the study sought answers to four key questions: what is the current provision of subsidized housing and housing with care provision for elderly people; what are the most cost-effective forms of subsidized housing and housing with care provision for elderly people; what are the current housing and care characteristics and circumstances of elderly and disabled people at both national and regional levels; and, what are the best estimates and indicators of need by elderly and disabled people for subsidized housing and housing with care provision for planning local housing strategies?
