In many senses, the police can be seen as the custodians of the South African Constitution. The constitutionally given powers and functions of the service, such as the maintenance of law and order, and the preservation of the internal security of the Republic, should be interpreted and exercised in accordance with the Constitution, which includes a chapter on human rights. This work is intended to promote the culture of human rights throughout the police service.
