This report is based on a conference which focused on standards and accreditation, an area where any changes have implications for equipment manufacturers and operators as well as test laboratories. The different areas of AC, DC and power and impulse measurement are addressed through the presentation of a well-balanced set of industrial and laboratory-based papers. "National and international standards" covers: implementing the new standards, an update in IEC 60 - high-voltage (HV) test techniques, and reproducibility in HV dielectric tests. "Achieving and maintaining accredited status" looks at: HV accreditation, German laboratory accreditation and HV measuring system calibration, and accredited status for AC and DC measuring systems used in testing. "Impulse measuring systems" deals with: world-wide interlaboratory test comparisons of HV impulse dividers, reference impulses for testing software - IEC 1083-2, computer-aided performance tests and checks for HV measuring systems, and calibration of HV measuring systems. "Traceable HV measurements" studies: high-power measurements - a new digital generation of measurement information and data acquisition system, the electrical power industry and traceability of HV power measurements, and the quality assurance system of the Veiki HV laboratory. "Implementation by industry" examines: a digital recording system for lightning impulse test, investigation and calibration of AC-voltage divider capacitors in connection with the accreditation of the HV laboratory, and HV capacitive divider with electronic support as standard potential transformers. "Poster papers" covers: robust evaluation procedure for digital recorded impulses and its calibration, characterization of LI measuring systems - comparisons and data processing, digital procedures for the evaluation of HV lightning impulse and step response parameters, comparison of three methods for calibrating lightning impulse voltage measuring devices, traceability based on intercomparisons of impulse voltage measuring systems, improved voltage dividers and calibration procedures for HV high-power tests, digital oscilloscopes for HV measurements, checking electromagnetic compatibility of an HV impulse measuring circuit with coherence function, and some results of HV dividers calibration with DWINA-100 measurment standard.
