The economic reforms prompted the return of major development actors like the World Bank, IMF and Asian Development Bank, launching of a myriad of bi-lateral schemes and growth of a vast ecosystem of international NGOs. But the approach was top down, still authoritarian at heart, and not enough. Now, with the NLD electoral victory in November 2015, Myanmar is waking up to a genuinely new dawn and the chance to build something better.
