Public water supplies need to be planned on a long term basis. The continued effectiveness and sufficiency of present arrangements cannot be taken for granted. The requirements of consumers change gradually over time. The impacts of climate change on water resources and on demand for water now need to be taken into account. This paper considers the water resources and supply arrangement in England and Wales. It has been drawn up in discussion with the Office of Water Services, the Environment Agency and representatives of the water companies as the statutory undertakers, and taking into account the comments of a range of other interested bodies. It sets out ministers' conclusions and the action which they consider ought to be taken by those with the primary responsibility for the particular matter, following the review that has been undertaken.
