This report describes the main findings of the Social Services Inspectorate (SSI), who inspected the social services which were available for people affected by HIV/AIDS between January and July 1993. Five local authorities were inspected, with a view to establishing the extent to which they were providing quality services to HIV/AIDS-affected people and their carers. The primary focus was on the needs of service users and carers, and information was collected through interviews, observation and examination of case records. SSI found examples of innovative practice in all five authorities, although all faced issues which needed to be addressed.
