The results of a 1991 postal survey sent to local housing authorities in England are published in this report. Its aim was to discover the extent to which racial violence and harassment is seen as a problem locally and to assess the impact of two reports sent to authorities in 1989 (RAG Report and Brunel Guide). Considering that the number of local authorities reporting racial incidents rose steadily between 1987 and 1990, it is essential that perception of this serious problem, and response to it, is fully understood.
